of the was one of the speakers in the Department of Transportation’s webinar, “Ramp Up,” held on the occasion of the 2020 International Day of Persons with Disabilities. The webinar was attended by DoTr employees and was aimed at promoting an understanding of disability issues and mobilize support for the dignity, rights, and well-being of persons with disabilities (PWDs).

Sagun-Ongtangco’s presentation was entitled “Transportation Accessibility in the Philippines: Barriers and Challenges Faced by People with Limited Mobility”. In her talk, she reiterated how mobility as an occupation, is affected by different types of disabilities, encompassing not just those with physical and sensorial disabilities, but also for those with learning and psychosocial disabilities. She advocated for inclusive transportation by addressing infrastructure accessibility, availability, and affordability through holistic approaches that looks into disability sensitive initiatives and mainstreaming disability issues in the general system.

Sagun-Ongtangco is also a Research Associate of the ’s Social Health Research Research Interest Group.

In support of the International Day of People with Disabilities, the faculty members of the –  participated in the Research Forum on Inclusive Education on December 12, 2019 at B Hotel in Quezon City, organized by the think tank of government policies, Philippine Institute for Development Studies (PIDS), and the leading international non-government organization, Save the Children. This is participated in by relevant local government units, civil society organizations and non-government organizations. The research forum revolved around three relevant themes for inclusive education: disability, out-of-school children/youth, and indigenous peoples.

served as a member of the panel reactors in the research studies on disability. She was joined by Asst. Prof. Kim Gerald Medallon, Mr. Allan James Tan, and alumni Ancilla Diamante (OT 2019) and Edel Anne Asuzano (OT 2019), in presenting 6 research posters on disability-inclusive education in the marketplace section alongside PIDS.

Two research outputs, “Characterizing Success Indicators of Disability-Inclusive Education in the Philippines” and “Allied Health Care in the Philippine Education Setting: Conceptualizing Occupational Therapy Roles by Philippine Public School Professionals,” generated insights about the success indicators of an inclusive education program and how occupational therapists are viewed by the public school sector.

Meanwhile, three researches tackled the effectiveness of the programs included for inclusive education, encompassing early detection and intervention, and the Equality and Non-Discrimination Module for the peers of the children with disability: “Outcomes of Early Detection and Intervention of Children with Disability: Perspective from Philippine Public School Administrators and Teachers”, “How do parents of Children with Disability perceive outcomes of Early Detection and Intervention”, “Can the Equality and Non-Discrimination Module improve knowledge, skills and attitudes of peers of Children with Disability?”

Lastly, one study probed into experiences of teachers and parents in implementing inclusion: (“Embracing Challenges Amidst Diverging Views in Philippine Public Schools: Voices of Teachers and Parents in Transitioning to Disability-Inclusive Settings”).

Researches they presented were all participatory action researches in partnership with Save the Children’s KASALI (Kabataang Aralin sa Lahat Ibahagi), an inclusive education program, which is currently being scaled up. These researches are evidence-based advocacies in response to the social issue of overlapping marginalization experienced by children and youth with disabilities, with the intention of influencing local policies for the welfare of all children.

Asst. Prof. Kim Gerald G. Medallon, MHPEd, a faculty member of the  (OT) of the , presented a research paper entitled “Allied Health Care in the Education Setting: Conceptualizing Occupational Therapy Roles by Public School Professionals” during the 7th International Higher Education Research Forum, held in Quezon City from August 27-29, 2019.

The paper, which Medallon co-authored with fellow OT faculty members (lead author), and Mr. Allan James T. Tan, MSOT, aimed to “determine the perspectives of public elementary school teachers and principals on the role of OT in inclusive education.” Using key informant interviews, focus group discussion, and review of records, the descriptive study found that while the participants had a positive attitude toward occupational therapists in an inclusive education setting, there was “considerable role confusion…which can limit effective collaboration…and impede the referral system.”

The non-government organization “Save the Children” has as one of its projects “Kabataang-Aralin Sa Lahat Ay Ibahagi” (KASALI), which provides opportunities for children with disabilities (CWD) to be part of the inclusive education program. To achieve this, a referral system between teachers and allied health professionals, particularly occupational therapists, is desired. Thus, the research was conceived.

of the  of the  presented an action research entitled, “Embracing Challenges Amidst Diverging Views in Philippine Public Schools: Voices of Parents and Teachers in Transitioning to Disability-Inclusive Settings” in the 7th International Higher Education Research Forum. This international conference is organized by the Philippine Higher Education Research Consortium and was held from August 27-29, 2019 at Novotel Hotel, Quezon City.

In this study, six focus group discussions engaged 23 teachers in eight public elementary schools, and 22 parents of students with disability enrolled in these schools. Through inductive analysis using NVivo 12, two major themes emerged: the personas that drive the transition and operationalizing the vision for inclusive education, which present itself in a cause-and-effect relationship.  Public school stakeholders are compliance driven, which result in superficial abrupt reforms. In the narratives of parent anxiety, professionals’ dissenting views and teacher-focused practices, stakeholders have identified the need for collaboration among the school, parents, and communities, notwithstanding the importance of readiness in adapting a more inclusive culture and processes in public schools.

The presented research is part of the series of commissioned researches for the recently concluded inclusive education program of Save the Children called KASALI or Kabataang Aralin sa Lahat ay Ibahagi.

The conference aimed to strengthen and mainstream research outputs of Higher Education Institution (HEIs) in various fields and disciplines. With this, Sagun-Ongtangco highlighted how the college is responsive to identified local needs through its partnership with Save the Children.

University of Santo Tomas and faculty member presented his paper on service-learning modalities and levels titled “Social Theories and Service Learning towards Building a Service-learning Modalities and Levels Framework” during the 3rd International Conference on Service Learning held from January 10 to 12, 2019 at the Hong Kong Polytechnic University.

Abenir’s paper linked service-learning “to its sociological theoretical foundations and its modalities/modes and levels of community engagement…and produced a coherent framework to guide service-learning educators and practitioners in identifying the type of service-learning being implemented.” Identifying the service-learning type
leads to possible implications for students, faculty members, and community partners involved.

In a separate interview, Abenir explained that service-learning according to the National Service Learning Clearinghouse, is “a teaching and learning strategy that integrates meaningful community service with instruction and reflection to enrich the learning experience, teach civic responsibility, and strengthen communities.”

Citing how service-learning helps the University in its community development efforts, Abenir said that, “Through service-learning, the community development efforts of the University become an integral part of academic scholarship where instruction and research are used to advance public service and civic engagement, and at the same
time, form socially responsible students and faculty members.”
Abenir’s paper put together structural functionalism, conflict and critical perspectives, and symbolic interactionism and found three kinds of service-learning: Charity-Based service-learning by Mitchell, Liberating service-learning by Stoecker, and Community-Based service-learning by Hammersley.

In the same conference, College of Rehabilitation Sciences faculty members Asst. Prof. Karen Sagun-Ongtangco and Mr. Charles Bermejo discussed disability-inclusive education when they presented their research papers during the 3rd International Conference on Service Learning held from January 10 to12, 2019 at the Hong Kong Polytechnic
University.

Ongtangco presented “Disability-Inclusive Education through Action Research: Experience of University Partnership with Save the Children,” elaborating how the partnership with Save the Children, a Non-Government Organization, was successful through the action research studies conducted from 2015 up to the present.

In their second presentation, Ongtangco co-presented with Bermejo, a paper on the partnership of CRS with UST’s mandatory Service Learning course, National Service Training Program. Titled “Disability Inclusive Disaster Risk Reduction and Management: Advocacy to Transformative Action in Service Learning,” the paper tackled the research-based process of revising the Disaster Risk Reduction and Management module of NSTP.

In both presentations, experiential learning, academic study and reflections were highlighted in the process of providing service to the communities through participatory action researches. With diverse topics on service learning involving a wide array of disciplines, both faculty members from the Occupational Therapy Department took the opportunity to advocate for disability-inclusion in this international conference.

The conference was attended by 186 participants whose diverse backgrounds include academics and development practitioners. Eighty eight were from Hong Kong, 29 from Mainland China, and 24 were from other countries all over the world that included South East Asia, South Asia, Far East, Australia, Europe and North America.

Disability Awareness and Sensitivity Training

As part of the 55th anniversary celebration of research in the University, the Education Studies Research Interest Group of the Research Center for Social Sciences and Education (RCSSED) in cooperation with the Learning
Resource Unit for Inclusive Education of the University, conducted a Disability Awareness and Sensitivity Training for high school teachers and other education stakeholders held at the SWR of the Thomas Aquinas
Research Complex.


The activity was part of the multi-year project aimed at supporting public schools in implementing inclusive education and addressing key issues in the education of children with disability. The training was designed to help inculcate the value of helping and accommodating students with learning disabilities. One of the highlights was an exercise that allowed the participants to experience the feeling of having a learning disability.

On hand were experts from the University, namely, Mr. Hubert Ramos, , , and , who shared not only their technical knowledge but their experiences as well.

Inang Kalikasan Art Exhibit
In a parallel event, the Environmental Science students of the raised the environmental awareness of the Thomasian community through their artwork mounted at the Inang Kalikasan 2018 Art Exhibit.

The exhibit, which was also a way to showcase the giftedness and creativity of the Fine Arts students, was sponsored by the Sustainability Research Interest Group of the RCSSED as part of the celebration of the 55th anniversary of research in the university.

A total of 121 faculty members were recognized in the areas of Arts and Humanities, Education and Social Sciences, Health and Allied Sciences, Science and Technology, and Sacred Sciences by the Office of the Vice-Rector for Research and Innovation during the Recognition Program held on March 16, 2018 at the Paredes Building, UST. They were granted the Gold Series Award and the Silver Series Award for AY 2014 to 2016 and the International Publications Award for AY 2014-2017. UST Secretary-General Rev. Fr. Jesús M. Miranda, Jr., O.P., and Vice-Rector for Research and Innovation , assisted by the directors of the respective research centers gave the awards.

The Gold and Silver Series awards are granted to faculty members in recognition of their research productivity and leadership in their respective fields of specialization within the period covered by the award. These awards are based on research publications (author by-line should indicate the University of Santo Tomas as address in the publication), ongoing research involvement, and tenure in the University.

The Gold Series

The awards, given every two years come in two categories: Research Category and Creative Works Category. The Gold Series Award Research Category is granted to tenured full-time faculty member with Ph.D. or M.D., with teaching load, and exclusively teaching in UST except for faculty affiliates of the UST Graduate School, authored at least five research papers published in refereed journals/ scholarly books in the last five years, with at least two of these published, one of which is an international (Web of Science/ Scopus) publication, or has one patent or utility model granted, within the period covered by the award, or, authored at least two scholarly books in the last five years, with one of these published within the period covered by the award, with ongoing research under the Research Center or Research Unit of the University, and, with at least one research disciple.

Under the Creative Works Category, the awardee should be a tenured full-time faculty member with Ph.D., with teaching load, and exclusively teaching in UST except for faculty affiliates of the UST Graduate School, authored at least three creative or critical works in the last five years, with at least one of these published within the period covered by the award, and, with ongoing studies (creative projects) under the Research Center or Research Unit of the University.

The Silver Series

Under the Research Category of the Silver Series, the award is given to tenured full-time faculty member with M.Sc. or M.A., with teaching load, and exclusively teaching in UST, must have authored at least three research papers published in refereed journals/scholarly books in the last five years, with at least one of these published, or has one patent or utility model granted, within the period covered by the award or, authored at least one scholarly book in the last five years published within the period covered by the award and, with ongoing research under the Research Center or Research Unit of the University. Under the Creative Works Category, the faculty member must be tenured full-time faculty member with M.Sc. or M.A., with teaching load, and exclusively teaching in UST, must have authored at least two creative or critical works in the last five years, with at least one of these was published within the period covered by the award, and, with ongoing studies (creative projects) under the Research Center or Research Unit of the University. A Research disciple refers to junior faculty members, graduate students, medical interns, and medical residents.

The International Publications Award is presented to all full time faculty members teaching only in UST for the publication of their research outputs in journal/s and books indexed in the Web of Science/ Scopus with IF Quartile Metrics Ranking. In Academic Year 2014-2015, the University of Santo Tomas opened the first Master of Science in Occupational Therapy (OT) program, following approval from the Commission on Higher Education.

For its maiden year, the program catered a total of fourteen (14) students. They were led by the College of Rehabilitation Sciences Dean Assoc. Prof. Cheryl R. Peralta, MSPT, with the assistance of the Occupational Therapy Department Chair Karen S. Ongtangco, and primary course developers Mr. Abelardo Apollo David, Jr. and Christianne Marie Andigan.

David finished his master’s degree in OT at the University of Queensland, while Andigan obtained her master’s degree in health science occupational therapy at the University of Sydney.

Now on its second year, the program once more opens its doors to interested applicants, who may enlist themselves at the Graduate School.
