Several academic staff of the UST-Alfredo M. Velayo College of Accountancy were appointed as members to the Professional Regulatory Board of Accountancy’s (PRBOA) Technical Working Group (TWG) on the Certified Public Accountants Licensure Examination (CPALE) Enhancement Project.

Dean Patricia M. Empleo, PhD was appointed as Chair of the TWG on Business Environment and Concepts, while Assistant Dean Francisco M. Caliwan, Jr., MSPA, and Assoc. Prof. Antonio J. Dayag, PhD were appointed as Members of the TWG on Financial Accounting and Reporting. Moreover, Asst. Prof. Enrico D. Tabag and Atty. Tristan L. Lopez were appointed as Members of TWG on Tax Compliance and Planning, while Inst. Francisco H. Villamin, Jr. DBA was appointed as Member of the TWG on Auditing and Attestation. The TWG members took their oath on December 18, 2023 at the PRC Office, Philippine International Convention Center.

The TWG is taked to revise the syllabi and table of specifications of the Philippine CPALE and align it with the examination given by the American Institute of Certified Public Accountants (AICPA). Currently, the AICPA examination is comprised of two modules called core and discipline. The core module contains three compulsory parts (courses), namely: Auditing and Attestation (AUD), Financial Accounting and Reporting (FAR) and Regulation (REG). The disciple module contains three optional parts (courses), namely: Business Analysis and Reporting (BAR), Information Systems and Control (ISC) and Tax Compliance and Planning (TCP). Philippine examinees will take all six. The AICPA-based examination is set to be given starting the October 2028 CPALE.

Prof. Patricia M. Empleo, PhD. and Asst. Prof. Francisco M. Caliwan, Jr., the Dean and Assistant Dean, respectively, of the UST-AMV College of Accountancy, were appointed to the working committees of the ASEAN Accounting Education Workgroup (AAEW) during its 14th meeting held on November 3, 2023 at UNITAR International University, Selangor Malaysia.

Dean Empleo will chair the Executive Committee for Teaching and Learning, which tasked to design and implement programs for teaching, learning, and engagement of academic staff and students in AAEW programs.

Meanwhile, Assistant Dean Caliwan was appointed as the Director for the Special Interest Groups, the body tasked to lead the workgroup on addressing the emerging trends of continuing interest to the members, such as international research collaborations, faculty and student exchange programs, international scholarship programs, and other collaborative projects between and among the AAEW member institutions.

AAEW is an association organized by accounting educators from the neighboring ASEAN countries to share best practices in managing accounting programs and international collaborations.

UST-AMV College of Accountancy Dean Patricia M. Empleo, PhD and College Secretary Fermin Antonio D.R. Yabut, MSPA delivered plenary lectures to the accounting educators during the 30th Accounting Teachers Conference held at the Villa Caceres Hotel, Naga City on April 26-28, 2023.

Dean Empleo delivered a lecture entitled “Evaluating School’s Poor Performance in the Licensure Examination for CPAs: What Could Have Gone Wrong and What Could Have Been Done”. She started her presentation by comparing the LECPA passing rates with that of the licensure examination passing rates of engineering, nursing, medicine, and other related fields. Then, she enumerated the different stakeholders in the LECPA such as the students and graduates, the teachers, the program managers, the higher educational institutions, the review centers, the professional organizations, and the regulators such as the Commission on Higher Education and the Board of Accountancy, and identified what these stakeholders should have done for the accounting education in the Philippines. In the end, Dean Empleo called for the accounting teachers to reflect upon their roles as formators of the future accounting practitioners.

Meanwhile, Yabut talked about “The Life of an Accounting Teacher: Life-long Learning, Life-long Leading”. The session envisioned for the participants to reflect on the paradoxes pertinent to their roles as leaders, learners and teachers. In his lecture, Yabut linked the tasks of educators as leaders to the Paradox of Tasks and Relationships, as learners to the Paradox of the Expert and the Amateur, and as teachers to the Paradox of the Person and the System. He also emphasized that as leader one should be mindful, as learner one should be humble, and as teacher one should be systems thinker.

The accounting teachers conference is the annual gathering of all accounting educators from all over the country. This year, the theme of the conference is The Learned Accounting Teachers: Inspired by the Past, Creating Value in the Present, Shaping a Sustainable Future.

Prof. Patricia M. Empleo, PhD and Mr. Fermin Antonio D.R. Yabut, MSPA, the Dean and College Secretary, respectively, of the UST-AMV College of Accountancy spoke to the accounting teachers during the Joint Education Summit of Philippine Institute of CPAs (PICPA) and National Association of CPAs in Education (NACPAE) on February 11, 2023, at the PICPA House, Mandaluyong City.

Dean Empleo delivered a lecture entitled “Succession Planning: The Making of an Accounting School Administrator.” In her lecture, Prof. Empleo enumerated the required competences and skills, the tasks, and the benefits and the disadvantages of being an accounting program administrator. She also discussed when to initiate a succession plan, the dos and don’ts of executing a succession plan, and gave advice to the potential accounting school administrators.

Meanwhile, Yabut spoke on the topic Leadership and Governance in Our Current Context, which is characterized as Volatile, Uncertain, Complex and Ambiguous (VUCA) and later became Brittle, Anxious, Non-linear and Incomprehensible (BANI) and Complex, Ambiguous, Faster, Fragmented, Erratic, Interconnected, Needy, Anxious, Technology-enabled, Exponential, and Disrupted (CAFFEINATED). In his discussion, Mr. Yabut shared tips on how to lead effectively in a VUCA, BANI or CAFFEINATED world: to integrate, to be present and humble, to continue learning both as individuals and organizations, and to become adaptive. 

Dean Empleo and Mr. Yabut were two of the five speakers of the joint education summit, alongside Hon. Ma. Teresa Dimaculangan of the Board of Accountancy who spoke about improving school’s performance in the CPA licensure examination; Ms. Editha Peralta of Polytechnic University of the Philippines who spoke about Business Continuity; and Mr. Asser Tamayo of the Review School of Accountancy who spoke about Taxation for Individuals.

Prof. Patricia M. Empleo, PhD, Dean of the UST-Alfredo M. Velayo College of Accountancy was appointed as member of the Philippine Sustainability Reporting Committee (PSRC), a committee created by the Financial and Sustainability Reporting Standards Council (FRSC). PSRC will provide technical support to the FRSC in the adoption and issuance of guidelines and standards of sustainability reporting in the Philippines.

PSRC is composed of 15 members representing the Bangko Sentral ng Pilipinas, Board of Accountancy, Securities and Exchange Commission, Insurance Commission, Climate Change Commission, Commission on Audit, Organizations of Major Preparers of Financial Statements, and sectoral representatives from the Public Practice and the Academe. Prof. Empleo will sit as the academe representative and shall serve the committee for three years starting 2022 to 2025.

The Financial Reporting Standards Council (FRSC) was established by the Professional Regulatory Commission under the Implementing Rules and Regulations of the Philippine Accountancy of Act of 2004 to assist the Board of Accountancy in carrying out its power and function to promulgate accounting standards in the Philippines. The FRSC’s main function is to establish generally accepted accounting principles in the Philippines.

Professor Patricia M. Empleo, PhD, Dean of the UST-Alfredo M. Velayo College of Accountancy, was named the 2021 Outstanding Certified Public Accountant in Education by the Philippine Institute of Certified Public Accountants, which will confer the recognition during its Annual National Convention from November 23-26, 2022.

Empleo was recognized for her achievements as an accounting educator, for her outstanding contribution to Philippine accounting education, and for contributing to the prestige of the profession as practiced in the academe. She has also rendered service to PICPA by handling various committees and implementing projects.

Under Empleo’s leadership, the University’s BS Accountancy program received both national and international recognition, with BSA being one of the first UST programs to get the ASEAN University Network Quality Assurance certification. The College likewise consistently produced registered certified public accountants, some of whom landing in the top ten spots. Furthermore, the College was able to introduce the BS Accounting Information System program in 2018, following the transition brought about by K-12.

Prof. Patricia M. Empleo, Ph.D., the Dean of the UST-Alfredo M. Velayo College of Accountancy discussed the Philippine Qualifications Framework for the accountancy profession to the fresh accountancy gradates during the webinar entitled “Philippine Qualifications Framework: What the New Accountancy Graduates Need to Know” on June 30, 2022, via Zoom.

In her discussion, Dean Empleo explained the basis for the creation and implementation of the Philippine Qualifications Framework, described how a CPA can progress to a higher level in the CPSP/PQF, compared and contrasted the domains in the CPSP between and among the four sectors of practice in the accountancy profession, provided the implications of the PQF-CPSP to the CPAs, CPD Providers, the Sectoral Organizations, and the PRBOA, and guided the CPAs and accounting students in the formulation of plans for career progression and specialization.

The PQF webinar was organized by the Philippine Institute of CPAs’ Committee on Students Participation Committee, chaired by Inst. Francisco M. Caliwan, Jr., the Assistant Dean of the UST-Alfredo M. Velayo College of Accountancy.

Prof. Patricia M. Empleo, Ph.D., and Inst. Francisco M. Caliwan, Jr., the Dean and Assistant Dean, respectively, of the UST-Alfredo M. Velayo College of Accountancy, were appointed by the Professional Regulatory Board of Accountancy as the Chair and Co-chair of the Committee on the Search for the 100 Outstanding CPAs, the committee tasked for the selection of the awardees of the Accountancy Centenary Award of Excellence. The distinction will be conferred on March 17, 2023, in time for the 100th anniversary celebration of the Philippine accounting profession.

The Accountancy Centenary Award of Excellence was launched on March 17, 2022 at The Manila Hotel. During the launched, Empleo announced the award’s rationale and criteria and explained the nomination and the judging processes.

The Committee is composed of the officers of the four sectoral accounting organization namely: Association of CPAs in Commerce and Industry, Association of CPAs in Public Practice, Government Association of CPAs, and National Association of CPAs in Education.

The administrative officials and faculty member of the UST-Alfredo M. Velayo College of Accountancy were appointed to national committees of the Philippine Institute of Certified Public Accountants (PICPA), the country’s accredited professional organization for CPAs. The appointment covers the Fiscal Year 2021-2022.

Dean Patricia M. Empleo, PhD was appointed as the Chairperson of the PICPA Academy, a new committee created by PICPA which will lead the Institute’s attempt in streamlining the conduct of professional development (CPD) programs for its members. The Academy will ensure that CPD programs are anchored on the Philippine Qualifications Framework, designed to respond to the specific needs of the professionals, and will eventually assist the CPAs to higher level in the career progression and specialization.

Meanwhile, College Secretary Francisco M. Caliwan, Jr., MBA, MSPA was appointed as Chairperson of the National Committee for Students Participation. As committee chairperson, Mr. Caliwan is tasked to develop a plan of action that will enhance students’ interest and participation in PICPA’s affairs.

Moreover, PICPA-Western Metro Manila Chapter elected Mr. Alfonso G. Garcera and Mr. Caliwan, as Vice President for Membership and Director for Education, respectively.

Professor Patricia M. Empleo, PhD, Dean of the UST-Alfredo M. Velayo College of Accountancy, was recognized as the 2021 Pillar of Accounting Education by the National Association of Certified Public Accountants in Education (NACPAE), at the conclusion of its three-day virtual conference on May 28, 2021.

In an interview with the Communications Bureau, Empleo said that the recognition, using accounting parlance feels like a “psychological income” or a bonus to what teachers and administrators normally receive in return for their efforts. “It is rewarding and joyful to be recognized by peers whose achievements may be greater than mine,” said Empleo, dedicating her award with fellow accounting teachers and her colleagues in the University of Santo Tomas, as well as her family.

Under Empleo’s leadership, the BS Accountancy program was recognized both locally and abroad, becoming one of the first four programs in UST to be certified by the ASEAN University Network Quality Assurance group. Empleo has likewise been steering the college through the K-12 and flexible learning transitions, during which time the University offered the BS Accounting Information System program.

Talking about the pandemic, Empleo said that “accounting teachers will thrive regardless of the circumstances.” She likewise trained the spotlight on the opportunities provided by the pandemic, which provided the occasion “to upskill ourselves and embrace the use of technology in teaching, research, community service, and in further collaboration with other stakeholders, regardless of location.”

A respected educator in professional circles, she is an active leader in organizations like the Philippine Institute of Certified Public Accountants and NACPAE, and in 2017 was inducted in the Global Accounting Hall of Fame by the Institute of Certified Management Accountants.
