Professor Allan B. de Guzman, PhD of the Research Center for Social Sciences and Education joined experts from more than twenty countries in the March 17-19, 2022 “Educating for democracy in a fragmented world” conference organized by the Gravissimus Educationis Foundation, established in 2015 to help implement the provisions of the Second Vatican Council.

During the conference, de Guzman presented the findings of three studies that elaborated on the role of social studies teachers in teaching democratic principles and civic engagement. The studies involved are the following:

a)     Social studies teachers’ ability to integrate social problems and issues and civic engagement in students’ learning;

b)     Teaches’ knowledge of 21st-century democracy holds the key for their delivery of promoting civic engagement in classroom settings; and

c)     Teachers’ abilities to exercise practical-evaluative teaching methods and to contain their risk-taking behavior may help enrich school curricula’s integration of civic engagement by students.

All these three smaller studies form part of the UST-led Local Antenna Team’s project, headed by de Guzman, who is joined by RCSSED Director Belinda D.V. de Castro, PhD and RCSSED Research Associate Joel L. Adamos, EdD. The Philippine study is part of a multi-country research project handled by Fondazione Gravissimus Educationis, the education-oriented of the Pontifical Council for Catholic Education formed in October 2015.

UST is the local antenna university (or local implementor) of Gravissimus Educationis’ project titled Democracy: an educational urgency in pluricultural and pluri-religious contexts.

UST-RCSSED as the Philippine antenna not only produced three studies. The Center also staged international webinars and a certificate program for various public school teachers of social studies nationwide. The Center also launched a project , titled ADVOCATUS: Championing Democracy through Education, for parties to see details about the Gravissimus Educationis-funded project in the Philippines.

Fondazione Gravissimus Educationis’ three-day conference was held at Libera Università Maria Santissima Assunta. Foundation Secretary-General Msgr. Guy-Réal Thivierge spearheaded the organizing of the event. 

In an interview with Fausta Speranza published in the Vatican News website, de Guzman emphasized his and the team’s belief in “the power of education because we believe that schooling will lead to democracy.” De Guzman added that teachers have a unique role to play in helping Filipino learners look at the problems surrounding them and the Filipino society.

The conference brought together experts from 14 universities representing 13 countries. It provided a venue to localize democracy issues to different contexts and view these from angles such as academic, economic, and spiritual.

The 13 other partner Catholic universities include the Universidade Católica de Moçambique, (Mozambique), the Université Catholique d’Afrique de l’Ouest (Cote d’Ivoire); the Pontificia Universidad Católica de Chile (Chile); Universidad Anahuac (Mexico); the Pontificia Universidad Católica del Perú (Peru); the Pontificia Universidade Católica do Rio Grande do Sul (Brazil); The Catholic University of America (USA); Christ University (India); the Ukrainian Catholic University (Ukraine); the Instituto Universitario de Investigación Ortega y Gasset (Spain); the Libera Università Maria Santissima Assunta (Italy); the Università Cattolica del Sacro Cuore (Italy); and Université Saint-Joseph de Beyrouth (Lebanon).

Researchers from the UST Research Center for Social Sciences and Education recently published a study investigating the factors associated with the intention of tertiary education faculty members to use the blended learning approach.

Asst. Prof. Ronaldo R. Cabauatan, PhD, Prof. Chin Uy, PhD, Asst. Prof. Ronaldo A. Manalo, DBA, and RCSSEd Director Belinda D.V. de Castro, PhD published the paper entitled “Factors Affecting Intention to Use Blended Learning Approach in the Tertiary Level: A Quantitative Approach” in the Scopus-indexed journal “Higher Education for the Future,” Volume 8, Issue 2.

The paper looked into the perceptions of faculty members of a comprehensive Philippine university and documented aversions to the blended learning approach due to the “amount of time [needed] for preparing materials, checking online submissions, and communicating with students.” The researchers argued that more opportunities for instructors to use the blended learning approach “will help them realize the importance of their role and that of the technology for the success of blended learning.”

Cabauatan, Manalo, and de Castro are faculty members of the College of Commerce and Business Administration, while Uy is a professorial lecturer at the UST Graduate School.

Webinar Series on ‘Understanding Teacher Education Noticing Behavior During COVID-19 Pandemic’

The Teacher Education Council (TEC) of the Department of Education (DepEd) and the University of Santo Tomas, Research Center for Social Sciences and Education (RCSSED) will collaborate to bring the “TECOVID-19 Colloquy Series: Understanding Teacher Education Noticing Behavior During COVID-19 Pandemic- Mindfulness, Decision-Making, and Adaptation” on August 29, September 5 and 19, and October 3 and 17, 2020 via the UST Cloud Campus.

The series will provide understanding of how the COVID-19 pandemic is shaping and reshaping the ontological, epistemological and axiological directions and attributes of today’s higher education delivery in most parts of the globe. It will describe the contexts and dynamics of teacher education institutions’ internal and external environments that are critical in their overall operations during the pandemic; explicate how challenges, imperatives and implications are calibrated, understood and interpreted by teacher education institutions; and elucidate key strategic responses, policies and guidelines enacted by teacher education institutions at the institutional, program and individual levels.

Additionally, the series will help leaders and program implementers of teacher education Institutions in institution-wide level initiative such as policy design, and support to organization and internal quality assurance systems; in program level which comprises actions to measure and enhance the design, content and delivery of the program within a department or a school; and in individual level which includes initiatives that help teachers achieve their mission, encouraging them to innovate and to support improvements to student learning and adopt a learner-oriented focus.

Speakers are Assoc. Prof. Robert Kleinasser, Ph.D., of the MLFTC-Division of Educational Leadership and Innovation, Arizona State University, USA; Assoc. Prof. Leslie Dietiker, Ph.D., Wheelock College of Education and Human Development, Boston University, USA; Shaun Nykvist, Ph.D., Senior Lecturer, School of Teacher Education and Leadership, Queensland University of Technology, Australia; and Ee Ling Low, Ph.D., Dean of Teacher Education, Nanyang Technological University, Singapore.
The issues to be discussed include: Closing the Digital Divide and Strengthening Distance Learning, Promoting Authentic Learning and Assessment, Developing Student Agency and Metacognitive Skills, Ensuring Support for Students’ Social and Emotional Learning, Redesigning Schools for Stronger Relationships, Expanding Learning Time, Using Formative Assessments that Support Growth, and Sustaining Early Childhood Education Programs.

Expected participants are deans of teacher education institutions, teacher educators, in-service teachers, principals and supervisors.

Webinar Series on ‘Understanding 21st Century Democracy: A Call for Teacher Agency’

Ƶ of Santo Tomas and Fondazionne Gravissimum Educationis in cooperation with the National Educators Academy of the Philippines (NEAP) and the Teacher Education Council (TEC) of the Department of Education will conduct the “TECOVID-19 Colloquy Series on Understanding 21st Century Democracy: A Call for Teacher Agency” on August 15/22, September 12, October 10/24, November 14, 2020 and January 9/23, 2021 via the UST Cloud Campus.

The series is divided into three strands, namely: Strand 1: Understanding Democracy as a Human Enterprise, Strand 2: Embracing Democracy as Educational Commitment, and Strand 3: Doing Service Learning as a way to democratize Philippine Society.

It will describe the nature, role, and processes of democracy that shape human affairs; discuss how education serves as a vehicle in advancing democracy and its underlying processes; and apply principles of service learning as education’s proactive contribution to strengthen democracy. The audience for the series are Master Teachers in Social Studies, Regional Supervisors, and Democracy Local Antenna Units in 13 Countries.

The speakers for the August 15 colloquium were Prof. Tina Nabatchi, Ph.D., Director of the Program for the Advancement of Research on Conflict and Collaboration, Maxwell School of Citizenship and Public Affairs, Syracuse University, USA; and Assoc. Part of the organizers is the Teacher Education Council to which Prof. Allan B. de Guzman, Ph.D., belongs as the Representative for Luzon. Ƶ of Santo Tomas (RCSSEd) partnered the Vatican’s Fondazione Gravissimum Educationis in offering a free webinar series on “Understanding 21st-Century Democracy,” which will last from August 2020 to January 2021. The series is “aimed at promoting democratic citizenship enlightened by the Social Teaching of the Church,” according to RCSSEd Director .

Discussions on democracy are vital in the Philippines, which was tagged as a “flawed democracy” based on a study by the UK-based Economist Intelligence Unit. The organizers of the series argue that educators play a crucial role in this discussion, and it can begin in engendering a democratic school climate and helping promote civic ideals.

As such, the series aims to: describe the nature, role, and processes of democracy that shape human affairs; discuss how education serves as a vehicle in advancing democracy and its underlying processes; and apply principles of service learning as education’s proactive contribution to strengthen democracy. The series is divided into three conversation strands: 1) Understanding Democracy as a Human Enterprise; 2) Embracing Democracy as Educational Commitment; and 3) Doing Service Learning as a way to democratize Philippine society.

Comprising the roster of speakers are Prof. Tina Nabatchi, PhD (Syracuse University, USA); Assoc. Prof. Edson C.  (RCSSED) researchers led by and her co-researchers, and received research grants under the Global Challenges Research Funds (GCRF) and the Global Research Translation Awards (GRTA). Both projects are led by the UNESCO Chair team of the University of East Anglia, United Kingdom in collaboration with its partners in Malawi (University of Malawi), Nepal (CERID), Ethiopia (Bahir Dar University), and the Philippines (University of Santo Tomas), as well as UNESCO Paris and UIL Hamburg, which will host international dissemination events. The GCRF project started on September 1, 2019 and will run for ten (10) months, while the GRTA project started a month later and will run for eighteen (18) months.

The GCRF Project: Interactive Stakeholders’ Workshops, Documentary Analysis and Ethnographic Studies

In collaboration with the UEA UNESCO Chair partner universities, comparative ethnographic studies will be conducted on indigenous approaches to inter-generational learning and knowledge creation, alongside documentary analysis of existing family literacy programs in these countries. The project includes research-policy interaction and dissemination activities to engage international, national, and local stakeholders. This also involves capacity building in relation to the research teams in each partner university where early career researchers and postgraduate students will be involved.

One of the activities supported by GCRF is the Postgraduate Forum on Adult Education 2019,which will be held at the University of Santo Tomas on November 9, 2019.This is in response to challenges posed by communities to provide access to education, whether formal or non-formal, to all members of the society. Through the partnership between the Graduate School of the University of Santo Tomas and Research Center for Social Sciences and Education (RCSSED), this forum, with the theme, “Adult Literacy Programs and Family-Centered Practices in Community Building: Revisiting  the Roles of Philippine Higher Education” aims to raise debates on the changing landscapes of adult literacy, the drivers of change and its challenges. It also highlights how adult literacy programs have become instrumental in supporting families and building communities .

There will be presentations from various Higher Education Institutions which tackle the status of adult literacy programs implemented in their institutions alongside the discussion of challenges, issues and future directions for adult education and intergenerational learning. Through researches that are to be simultaneously conducted in Malawi, Ethiopia, Nepal and the Philippines, these GCRF-funded activities will contribute to national and international understanding about how family literacy policy and programs can contribute to the 2030 Sustainable Development Agenda, particularly in relation to gender equality, health, agriculture and education.

GCRF-funded activities address educational and health inequalities in the countries and research sites, as well as other contexts. It is perceived that one major contribution of GCRF projects is to bring policy-makers’ and educators’ attention to the disparity between current mainstream approaches to adult/family literacy instruction and the ways in which adults and children learn in everyday life – and the importance of recognizing that such educational practice can negatively affect sustainable development.

These projects build directly on the UEA QR GCRF-funded UNESCO Chair International Workshop program held in Ethiopia (Bahir Dar, May 2019), where researchers and practitioners identified the neglect of adult literacy within the development policy framework at the national and international levels as a major issue that affects financially incapable women in particular. A concept of family literacy built on indigenous learning has emerged and will be developed in relation to policy formulation and implementation within each partner country.

With these successful grant applications, the UEA UNESCO Chair and its partner institutions are putting forward a new concept of family literacy based on ‘indigenous inter-generational learning,’ on the premise that about less than a billion adults – the majority of these are women – are reported to be functionally illiterate. It has often been the case that in terms of policy formulation and implementation, things are often wanting in matters of adult literacy, and not a priority of government policy-makers and executive leaders.

Experts have mentioned that adult literacy and learning are considered as the ‘tie that binds’ the whole gamut of the SDGs. The project’s goal is to show how a community-based inter-generational approach to family literacy and learning can contribute to the achievement of selected SDGs, when built on local and/or indigenous knowledge and practice. Family literacy and learning are captioned as a ‘transformative and innovative tool’ that works across generations, between and among institutions and through interdisciplinary collaboration.” As a sector-wide approach, family learning brings together the different components of early childhood and school education, youth and adult learning.

Through the conduct of action-oriented research with different groups from each country, the projects will developed an intensive grass-root approach to family literacy and learning, as deeply rooted in people’s everyday activities. Interactive stakeholder workshops will be held in each country to share findings, interrogate current adult literacy practices and integrate this new concept of family literacy and learning into national and international policy. The pertinent findings of the research projects in each of the country in focus will be disseminated across the world by the 700+ UNESCO chairs.

The GRTA Project: e-thnography: Exploring the potentials of family literacy and  virtual ethnography in achieving food security through  sustainable organic agricultural practices

The GRTA project will be based on action-oriented research on family literacy and indigenous learning in diverse contexts in the four participating countries. Stakeholder workshops at the local and national levels will share what ‘family and inter-generational learning’ means to these communities, along with the analysis of existing adult literacy policy programs. Practical guidelines for family literacy will be co-developed, which is hoped to be adapted by governments and NGO programs. Comparative analysis conducted across the four countries and outputs from the country-level workshops will form the basis of the research seminar in UIL, leading to new guidelines for family literacy. The partner university team in each country will also  produce a country-specific report for dissemination through UNESCO offices.

Under the GRTA scheme, the UST RCSSED team proposed a research project which aims to study how family literacy can build on indigenous learning in order to contribute to the 2030 Sustainable Development Agenda, particularly the gender equality (SDG5), health and nutrition (SDG3), agriculture (SDG2), and education (SDG4) goals. Using mobile technology, this study explores the potentials of intergenerational learning and virtual ethnography in promoting sustainable organic agriculture and food security in poor rural communities.

This study involves students from Don Bosco Training Center (DBTC) who are enrolled in Organic Agriculture Production NC II and members of women’s organizations together with their sons and daughters,  who are interested in engaging in organic agriculture and who are part of the Pantawid Pamilyang Pilipino Program (4Ps) facilitated by the Department of Social Welfare and Development (DSWD) in Pinili, San Jose, Nueva Ecija. Through this collaboration, youth will be seen as drivers of change by participating actively in addressing pressing community issues that impact their communities.

This study uses family literacy and learning as a transformative and innovative approach that works across generations, between institutions and through interdisciplinary collaboration. Furthermore, it seeks to understand more about how adults, children and young people learn and teach each other skills and knowledge in the community. This might be agricultural skills, like learning to herd animals, or new skills like using a mobile phone.

The project is linked to one of  the basic premises of the policy framework for food security of FAO (Food and Agriculture Organization) of the United Nations which states that ‘in order for people to feed themselves according to their needs, they must possess the capabilities to produce their own food or they should obtain sufficient income to buy their food (FAO, 2017).’ This is related to one of the top priorities of the 2030 Agenda which considers agricultural initiatives and rural development as powerful tools to end poverty and hunger. This would  not only mean  a boost in crop yield but also an increase in economic opportunities in the agricultural sector.

Moreover, this project entails interdisciplinary research collaborations among colleges/faculties of the University of Santo Tomas. Colegio de San Juan de Letran, another Dominican institution, and Don Bosco Training Center, a technical vocational school, will also be involved. Lastly, local government units such as barangays, and government agencies (Department of Social Welfare and Development and the Department of Agriculture) will take part in this study.

One important contribution of UST RCSSED team to this GRTA project is the creation of web/mobile application. This app is for parents and youth to document their experiences, to access resources, to upload e-manuals, and to use this tool for project monitoring and dissemination with the teams in Ethiopia, Malawi, Nepal, and UK.

A total of 121 faculty members were recognized in the areas of Arts and Humanities, Education and Social Sciences, Health and Allied Sciences, Science and Technology, and Sacred Sciences by the Office of the Vice-Rector for Research and Innovation during the Recognition Program held on March 16, 2018 at the Paredes Building, UST. They were granted the Gold Series Award and the Silver Series Award for AY 2014 to 2016 and the International Publications Award for AY 2014-2017. UST Secretary-General Rev. Fr. Jesús M. Miranda, Jr., O.P., and Vice-Rector for Research and Innovation , assisted by the directors of the respective research centers gave the awards.

The Gold and Silver Series awards are granted to faculty members in recognition of their research productivity and leadership in their respective fields of specialization within the period covered by the award. These awards are based on research publications (author by-line should indicate the University of Santo Tomas as address in the publication), ongoing research involvement, and tenure in the University.

The Gold Series

The awards, given every two years come in two categories: Research Category and Creative Works Category. The Gold Series Award Research Category is granted to tenured full-time faculty member with Ph.D. or M.D., with teaching load, and exclusively teaching in UST except for faculty affiliates of the UST Graduate School, authored at least five research papers published in refereed journals/ scholarly books in the last five years, with at least two of these published, one of which is an international (Web of Science/ Scopus) publication, or has one patent or utility model granted, within the period covered by the award, or, authored at least two scholarly books in the last five years, with one of these published within the period covered by the award, with ongoing research under the Research Center or Research Unit of the University, and, with at least one research disciple.

Under the Creative Works Category, the awardee should be a tenured full-time faculty member with Ph.D., with teaching load, and exclusively teaching in UST except for faculty affiliates of the UST Graduate School, authored at least three creative or critical works in the last five years, with at least one of these published within the period covered by the award, and, with ongoing studies (creative projects) under the Research Center or Research Unit of the University.

The Silver Series

Under the Research Category of the Silver Series, the award is given to tenured full-time faculty member with M.Sc. or M.A., with teaching load, and exclusively teaching in UST, must have authored at least three research papers published in refereed journals/scholarly books in the last five years, with at least one of these published, or has one patent or utility model granted, within the period covered by the award or, authored at least one scholarly book in the last five years published within the period covered by the award and, with ongoing research under the Research Center or Research Unit of the University. Under the Creative Works Category, the faculty member must be tenured full-time faculty member with M.Sc. or M.A., with teaching load, and exclusively teaching in UST, must have authored at least two creative or critical works in the last five years, with at least one of these was published within the period covered by the award, and, with ongoing studies (creative projects) under the Research Center or Research Unit of the University. A Research disciple refers to junior faculty members, graduate students, medical interns, and medical residents.

With the theme “Gurong May Dignidad, Turong May Kalidad” (A Teacher with Dignity, Teaching with Quality), the 18th Dangal ng UST (Honor of UST) Awards recognized the faculty members who excelled in their respective fields and earned honors inside and outside the country, as well as served the University for at least two decades, last May 11, 2017 at the Medicine Auditorium.

“Napakalaki ang nagawa at naiambag ng mg Tomasinong guro sa mga ma-tagumpay na Tomasino. Sigurado ako na kabilang kayo sa inspirasyon ng mga mag-aaral sa kanilang pagsusumikap na makamit at matupad ang kanilang mga pangarap. Hindi lamang iyan maliit na bagay,” Rector Rev. Fr. Herminio V. Dagohoy, O.P. said in his message. “Pinapatunayan ito ng napakaraming mahuhusay at kapuri-puring indibidwal na mula sa iba’t-ibang larangan na nagmula sa ating pamantasan,”

According to Fr. Dagohoy, the theme underscores the relationship between dignity and quality. “Ang dignidad ng guro ay nakabase sa kanyang atas, sa kanyang mandato, sa kanyang responsibilidad; samakatuwid, sa kanyang tungkuling ginagampanan: ang paghubog sa mga kamalayan upang masusing timbangin ang katwiran at turuan ang mag-aaral kung papaano umiwas sa panlilinlang, manindigan sa katotohanan, at ipaglaban ang katarungan.”

“Ang saligan ng dignidad ng pagiging guro ay ayon sa antas ng kanyang pagtupad sa atas na iginagawad sa kanya; ito ang nag-aangat sa guro. Ginagawa siyang kakaiba at nagtatangi sa kanya sa ibang mga larangan,” Dagohoy added.

Give Students a Chance

Honorary Speaker Prof. Gerardo Janairo, PhD, De La Salle University Chancellor and a Thomasian from the College of Science, recalled his days in UST as a BS Chemistry student who spent his college days with a bad start. Janairo turned this around, though, credited his Thomasian professors for giving him a lending hand in times of trouble and most especially in retaking the bar exams. “Sila ang mga tao na nagbigay ng inspirasyon sa akin at nagbigay ng pag-asa,” he said.

As a professor, Janairo said he preferred to handle “repeater sections” and underscored his love for both his profession and his students. Being a product of second chances himself, Janairo justified that he will do what he can to bring the best of his students: “Buong tiyaga ko silang tinuturuan, tinutulungan, at binibigyan ng pag-asa. Marami akong mag-aaral na nabigyan ng pagkakataon tulad ng ginawa ng dati kong mga guro sa UST.”

The annual recognition program conferred the following awards: Gawad Benavides (for length of service); Gawad San Alberto Magno (for outstanding research); Gawad Santo Domingo (for outstanding community development program); Gawad San Lorenzo Ruiz (for outstanding achievement, as recognized nationally or internationally); and the Hall of Fame Award (for receiving three awards in the Dangal ng UST, except the Gawad Benavides).
