Asst. Prof. Francisco M. Caliwan, Jr., MSPA, MBA, the Assistant Dean of the UST-Alfredo M. Velayo College of Accountancy, was named the 2024 Outstanding Certified Public Accountant in Education by the country’s premier professional association for CPA’s, the Philippine Institute of Certified Public Accountants, in a letter dated November 5, 2024.

In an interview with the Communications Bureau, Caliwan said the recognition was “very fulfilling” as it recognizes “accounting teachers with outstanding achievement and distinguished performance as an educator, and whose outstanding contribution has a national impact.” Caliwan said the distinction is “a very big honor that I will treasure forever.”

Caliwan thanks the University community, particularly Accountancy Dean Patricia M. Empleo, PhD, Accountancy Regent fr. Franklin F. Beltran, O.P., PhD, and the college community, for their support. “UST allowed me to be actively involved in my professional organizations. A lot of activities for accounting teachers that we co-organized are held in UST. We showed the accounting education profession the Thomasian brand of service.”

Caliwan credits parts of his award to his recent stint as president of the National Association of CPAs in Education (NACPAE), during which time he championed the capacity-building of CPAs in education through a multi-part nationwide caravan of workshops on Outcomes-Based Education and updating on the CPA Licensure Exams based on recent pronouncements of the Professional Regulation Commission. The one-year term also gave a chance to broach the idea of a Magna Carts for Accounting Teachers, which is envisioned to “will answer the many concerns of accounting teachers.” Among these are the stringent and expensive continuing professional development unit requirements that make some CPAs shy away from teaching.

The awarding ceremonies will take place on November 21, 2024.

Several academic staff of the UST-Alfredo M. Velayo College of Accountancy were appointed as members to the Professional Regulatory Board of Accountancy’s (PRBOA) Technical Working Group (TWG) on the Certified Public Accountants Licensure Examination (CPALE) Enhancement Project.

Dean Patricia M. Empleo, PhD was appointed as Chair of the TWG on Business Environment and Concepts, while Assistant Dean Francisco M. Caliwan, Jr., MSPA, and Assoc. Prof. Antonio J. Dayag, PhD were appointed as Members of the TWG on Financial Accounting and Reporting. Moreover, Asst. Prof. Enrico D. Tabag and Atty. Tristan L. Lopez were appointed as Members of TWG on Tax Compliance and Planning, while Inst. Francisco H. Villamin, Jr. DBA was appointed as Member of the TWG on Auditing and Attestation. The TWG members took their oath on December 18, 2023 at the PRC Office, Philippine International Convention Center.

The TWG is taked to revise the syllabi and table of specifications of the Philippine CPALE and align it with the examination given by the American Institute of Certified Public Accountants (AICPA). Currently, the AICPA examination is comprised of two modules called core and discipline. The core module contains three compulsory parts (courses), namely: Auditing and Attestation (AUD), Financial Accounting and Reporting (FAR) and Regulation (REG). The disciple module contains three optional parts (courses), namely: Business Analysis and Reporting (BAR), Information Systems and Control (ISC) and Tax Compliance and Planning (TCP). Philippine examinees will take all six. The AICPA-based examination is set to be given starting the October 2028 CPALE.

Prof. Patricia M. Empleo, PhD. and Asst. Prof. Francisco M. Caliwan, Jr., the Dean and Assistant Dean, respectively, of the UST-AMV College of Accountancy, were appointed to the working committees of the ASEAN Accounting Education Workgroup (AAEW) during its 14th meeting held on November 3, 2023 at UNITAR International University, Selangor Malaysia.

Dean Empleo will chair the Executive Committee for Teaching and Learning, which tasked to design and implement programs for teaching, learning, and engagement of academic staff and students in AAEW programs.

Meanwhile, Assistant Dean Caliwan was appointed as the Director for the Special Interest Groups, the body tasked to lead the workgroup on addressing the emerging trends of continuing interest to the members, such as international research collaborations, faculty and student exchange programs, international scholarship programs, and other collaborative projects between and among the AAEW member institutions.

AAEW is an association organized by accounting educators from the neighboring ASEAN countries to share best practices in managing accounting programs and international collaborations.

Metro Manila-based certified public accountants in education participated in an intensive two-day training on Outcomes-Based Education in UST, with experts from the College of Education and the UST-Alfredo M. Velayo College of Accountancy (UST-AMV COA) sharing their insights in the event entitled: “OBE Training for Philippine Accounting Teachers: Revisiting the Theoretical Foundation of Professional Education Grounded on Outcomes-Based Education.” The event, organized with UST by the National Association of Certified Public Accountants in Education (nACPAE), was held from September 14-15, 2023 at the Albertus Magnus Building.

The OBE training was NACPAE’s response to the call of the accounting teachers for a nationwide training on professional education courses. As per CHED Memorandum Order no. 27 s. 2017 Revised Policies, Standards and Guidelines for Bachelor of Science in Accountancy (BSA), all academic staff teaching in the BSA program must have training of professional education courses. The topics discussed during the training are: OBE Policies and Principles; (re)Discovering a ‘multiverse’ of Outcomes in OBE; Uncovering Meaningful Curriculum Content Across Disciplines; Designing Rich Classroom Experiences through Signature Pedagogies; Assessment and OBE: Whys and Hows; Role of learning resources in OBE Planning and Implementation; Constructive Alignment as a Key to OBE Success and Continuous Quality Improvement and OBE.

The UST experts who facilitated the training were College of Education Dean Pilar I. Romero, PhD, Assistant Dean Louie B. Dasas, PhD, College Secretary Alvin Ringgo C. Reyes, MA, as well as academic staff Assoc. Prof. Marishirl P. Tropicales, PhD (concurrent Junior High School Principal), Asst. Prof. Vincent V. Caparas, MaEd, and Asst. Prof. Erlyn Geronimo, MA.

A total of ninety-six accounting teachers from the different schools in the National Capital Region and nearby provinces attended the training. Similar trainings will be conducted by UST experts in Luzon, Visayas, and Mindanao.

NACPAE is the the national association of accounting teachers in the Philippines. For Fiscal Year 2023-2024, NACPAE is headed by UST-AMV COA Assistant Dean, Inst. Francisco M. Caliwan, Jr., MBA, MSPA, as its President.

Inst. Francisco M. Caliwan, Jr., MBA, MSPA, the Assistant Dean of the UST-AMV College of Accountancy, was elected as the next President of the National Association of CPAs in Education during the 30th Accounting Teachers Conference in Naga City from April 26-28, 2023.

Caliwan vowed to create projects that will improve the delivery of the accountancy education in the Philippines. He promised to establish focused groups that will: [a] study the declining passing rate of the licensure examination of CPA (LECPA), [b] review the alignment of the senior high school curriculum, the BSA curriculum, the LECPA syllabi, and the competency requirements for entry-level CPAs, and [c] design a model internship program for accounting students and immersion program for accounting teachers. He also pledged to spearhead series of dialogues between the accountancy regulators and accountancy school administrators to establish open and constant communications between the different stakeholders of the accounting practice in the Philippines. Moreover, he sworn to decentralize the operations of the association by constituting nACPAE regional chapters.

Caliwan’s term as the 33rd President of NACPAE is from July 1, 2023 to June 30, 2024.

Mr. Francisco M. Caliwan, Jr. and Mr. Louie Gene G. Marasigan, the Assistant Dean and BSAIS chairperson, respectively, of the UST-Alfredo M. Velayo College of Accountancy, were elected to the Board of Trustees of the National Association of Certified Public Accountants in Education (NACPAE) in an election conducted on June 26, 2022, during the 29th Accounting Teachers Conference in Baguio City.

Mr. Caliwan will serve as the Vice-President External, while Mr. Marasigan as the Assistant Vice-President for Professional Development for the Fiscal Year 2022-2023.

Mr. Caliwan previously served the NACPAE in the Fiscal Years 2017-2018 to 2019-2020. During his stint in the association, he initiated the PRC accreditation of the NACPAE as a continuing professional development (CPD) provider and chaired the association’s Continuing Professional Development Committee.

NACPAE is the largest professional association of accounting teachers in the country. It has been in existence since 1973 and envisioned itself as community of learned accounting teachers leading the Accountancy education in Southeast Asia.

Prof. Patricia M. Empleo, Ph.D., and Inst. Francisco M. Caliwan, Jr., the Dean and Assistant Dean, respectively, of the UST-Alfredo M. Velayo College of Accountancy, were appointed by the Professional Regulatory Board of Accountancy as the Chair and Co-chair of the Committee on the Search for the 100 Outstanding CPAs, the committee tasked for the selection of the awardees of the Accountancy Centenary Award of Excellence. The distinction will be conferred on March 17, 2023, in time for the 100th anniversary celebration of the Philippine accounting profession.

The Accountancy Centenary Award of Excellence was launched on March 17, 2022 at The Manila Hotel. During the launched, Empleo announced the award’s rationale and criteria and explained the nomination and the judging processes.

The Committee is composed of the officers of the four sectoral accounting organization namely: Association of CPAs in Commerce and Industry, Association of CPAs in Public Practice, Government Association of CPAs, and National Association of CPAs in Education.

The administrative officials and faculty member of the UST-Alfredo M. Velayo College of Accountancy were appointed to national committees of the Philippine Institute of Certified Public Accountants (PICPA), the country’s accredited professional organization for CPAs. The appointment covers the Fiscal Year 2021-2022.

Dean Patricia M. Empleo, PhD was appointed as the Chairperson of the PICPA Academy, a new committee created by PICPA which will lead the Institute’s attempt in streamlining the conduct of professional development (CPD) programs for its members. The Academy will ensure that CPD programs are anchored on the Philippine Qualifications Framework, designed to respond to the specific needs of the professionals, and will eventually assist the CPAs to higher level in the career progression and specialization.

Meanwhile, College Secretary Francisco M. Caliwan, Jr., MBA, MSPA was appointed as Chairperson of the National Committee for Students Participation. As committee chairperson, Mr. Caliwan is tasked to develop a plan of action that will enhance students’ interest and participation in PICPA’s affairs.

Dean Patricia M. Empleo, PhD was appointed as the Chairperson of the National Committee for Faculty Development, Co-Chairperson of National Committee for Research & Development, and member of Continuing Professional Development Council. Meanwhile, College Secretary Francisco M. Caliwan, Jr. was appointed as Secretary of the National Committee for Faculty Development and National Committee for Research & Development.

On the other hand, PICPA-Western Merto Manila Chapter elected Mr. Caliwan and Mr. Alfonso G. Garcera, as Director for Education and Director for Commerce and Industry, Respectively.

The three will serve the Institute from July 1, 2020 to June 30, 2021.

Mr. Francisco M. Caliwan, Jr., College Secretary of the , delivered a lecture entitled “Sharing of Good Practices in Teaching Accounting Courses “ to the accounting teachers in SOCCSKSARGEN Region during a forum held on January 11, 2020 at Acacia Hall, Cinco Niñas, Koronadal City, South Cotabato.

In his lecture, Caliwan enumerated the different roles of a teacher inside the classroom: namely trainer, facilitator, and an assessor. He discussed that teachers, as trainers, should teach students the necessary skills to succeed not just in his studies but even in the workplace. And as facilitators, he argued that teachers should be subject-matter experts, must ensure that appropriate instructions are provided inside the classroom, and develop critical-thinking in his students. Finally, as an assessor, teachers should monitor the progress of his students and ensure that his assessment tools are valid and reliable.

Caliwan is one of the three speakers of the forum, alongside Hon. Noe Quiñanola, Chairman of the Professional Regulatory Board of Accountancy who spoke about CPA licensure examination and professional development, and Mr. Jose Raoul Balisalisa, SGV Assurance Partner, who discussed reporting standards for small entities. The South Cotabato forum is the third installment of the series of regional fora organized by the National Association of CPAs in Education, which aimed to bring to the provinces the members of the Professional Regulatory Board of Accountancy and deliver continuing professional development programs for CPAs.
