Graduate School and Faculty of Arts and Letters faculty member Dr. Edwin S. Martin was elected president of the Association of Schools of Public Administration in the Philippines (ASPAP) during the ASPAP National Conference held at the Ateneo de Davao University last December 8 and 9, 2016. The conference, whose theme was “Making Good Governance Work,” served as a forum for presentation of various academic papers on new approaches on the teaching of theories and practice in public administration. Martin, the point person for Public Administration at the UST Graduate School, served as Panel Chair in one of the simultaneous paper presentation sessions.

The ASPAP is the only association of public administration and governance schools in the Philippines. Established in 1979, through the initiatives of the University of the Philippines Institute of Public Administration, the precursor of the UP – National College of Public Administration and Governance, its primary goal is to continuously upgrade the standard of teaching public administration in higher education institutions in the country.

There are currently more than 200 schools that offer public administration and allied courses in the Philippines. ASPAP, as an organization, provides guidance to member schools on how innovations and new modalities on imparting the theories and practice of public administration may best be shared to students and public service practitioners. Through the years, ASPAP has collaborated not only with academic institutions but also with government, civil society and international organizations.

Coinciding with the ASPAP National Conference is the General Assembly where election of new set of officers was conducted. Martin was elected president of the association from 2016 to 2019. Also elected were: Dr. Ma. Rosario Tamayo, Lyceum of the Philippines – Batangas, VP for Luzon; Dr. April Dream Rico, West Visayas State University, VP for Visayas; Dr. Arlene Cosape, Ateneo de Davao University, VP for Mindanao; Dr. Sanjay Claudio, Polytechnic University of the Philippines, VP for NCR; Prof. Juvy Lizette Gervacio, UP-Open University, Treasurer; Dr. Malu Barcillano, Ateneo de Naga University, PRO; and, Dr. Jack Isolana, Mindanao State University – Marawi, Auditor.

UST History Department Chair Associate Professor Augusto V. de Viana, Ph.D., presented his paper at the joint conferences of the Pacific Conference on Security (APSEC) 2016 , Asia Pacific International Studies Association (APISA) held on December 8 and 9, 2016 at the University of Osaka Nakanoshima Center.

In his paper titled “Ending Hatred and the Start of Healing: President Elpidio Quirino’s Pardoning of Japanese War Prisoners in July 1953 and its Effects,”    de Viana discussed the personal and political dilemma faced by President Quirino when he issued an executive clemency allowing the last remaining Japanese war criminals in the Philippines to return to Japan. The executive clemency freed 32 prisoners, reduced the death sentences of 27 Japanese convicts facing the death penalty to life imprisonment and and 56 others were to serve definite sentences in Japan. De Viana said that the pardon was greatly appreciated by the Japanese government and people who urged other countries to follow the example of the Philippines. While Quirino lost his bid to be reelected as President of the Phiippines in 1953, his selfless act played an important role in the reestablishment of Philippine-Japanese diplomatic relations and more than 70 years after the end of World War II both countries were the closest of allies in political and economic matters.

The joint conference, which discussed security and diplomatic issues in the Asia-Pacific region, was organized by the International Academic Forum (IAFOR) and co-sponsored by the University of Osaka.

Ms. Eleanor Marie L. Bahrami-Hessari, MS, MEd of the Department of Teacher Education of the College of Education presented her research poster entitled “Teachers’ Perceptions and Responses to Crying Preschoolers in the Classroom” in the Zero to Three Annual Conference 2016, held in New Orleans, Louisiana, United States of America.

Bahrami-Hessari, who teaches Special Education courses and is a Research Associate of the Research Center on Culture, Education, and Social Issues, determined the perceptions of teachers who handle crying preschoolers of typical and atypical development. She found that among the common responses of teachers to such phenomena are consoling through verbal reassurance and physical affection, as well as deciding and problem-solving.

The study concluded, among others, that regardless of the child’s temperament and developmental characteristics, teachers provided physical affection for those going through separation anxiety and those physically hurt.

Through the efforts of the whole Thomasian Community, with special mention of the significant contributions made by the UST Senior High School and Divina Law Firm, the UST Simbahayan Community Development Office delivered last Dec. 8, 2016 122 boxes of relief goods, 3 sacks of NSTP hygiene kits, and 1 box of medicines to the Typhoon Lawin survivors of Brgy. Nag-Uma, Sto. Niño, Cagayan.

The total value of the relief boxes, which can sustain the basic needs of a family of 5 members for a maximum of 5 days, is estimated at Php. 400,000.00. In addition, collected cash donations by the Thomasian Community, worth Php. 350,000.00, was donated to the Franciscan Apostolic Sisters last December 7, 2016 so that it can be used to finance the construction of 10 typhoon resilient but culturally friendly houses for the Agtas of Sta. Ana, Cagayan.

The College of Science organized the 3rd International Symposium on Molecular Science (ISMS) which was held on December 1 and 2, 2016 at the Benavides Auditorium, with ten local and ten foreign experts as speakers. The two-day symposium had four sessions in the areas of: Biophysics and Analytical Sciences, Biodiversity and Environment, Materials Science and Nanotechnology, and Health and Biomedicine.

The 3rd ISMS, which coincided with the celebration of the 90th year of foundation of the college, served as a platform for research dissemination and academic discourse, provided a venue for research collaboration, fostered international cooperation through academic and research partnership, and promoted the Sciences to young Filipinos. Notably, the importance of interdisciplinary and collaborative research was epitomized as non-Thomasians were invited to interact with the presenters and to look for possible future research collaborations. High school students were invited to promote the sciences as a possible future career option. To emphasize, Dean John Donnie A. Ramos, Ph.D., invited the participants and guests to “listen, interact, and forge collaborations with the speakers.” Nagoya City University Vice President Prof. Yuji Imaizumi, Ph.D., was guest.

Moreover, the strive for excellence by the College of Science resonated in this year’s theme, “Interdisciplinary and Collaborative Research towards Intellectualization” as stated by Office of International Relations and Program Director Prof. Lillian J. Sison, Ph.D., in her opening remarks. This symposium gave opportunity to researchers to share one’s techniques and ideas in solving scientific problems – providing an environment that allows different researchers to collaborate. Furthermore, this provided research opportunities for students to contribute in the solution of regional and global concerns. Beyond this, however, the symposium provided means to deepen relationship and appreciation of one another’s culture.

Lecturers were from the partner universities abroad, along with the researchers of the different departments of the UST College of Science. The speakers from the Chung-Yuan Christian University, Taiwan were: Prof. Danny Wen-Yaw Chung, Ph.D., Department of Electronics Engineering; Prof. Hsi-Ya Huang, Ph.D., Department of Chemistry; and Dr. Fang Sheng Tsai, M.D., Ph.D. Director, Urology Department and Vice Superintendent of Academic Affairs, Ten-Chan Hospital; Biomedical Engineering Department.

From the National Dong-Hwa University, Taiwan the speakers were: Prof. Yuan-Ron Ma, Ph.D. Head, Department of Physics and Prof. Yen-Peng Ho, Ph.D. Department of Chemistry, College of Science and Engineering.

Lecturers from partner universities in Japan were (Nagoya City University) Prof. Hidehiko Nakagawa, Ph.D., from the Graduate School of Pharmaceutical Sciences and Prof. Kazunobu Sawamoto, Ph.D., of the Graduate School of Medical Sciences. From the University of Shiga Prefecture, the lecturers were Prof. Shuhei Ban, Ph.D., of the Department of Ecosystem Studies, School of Environmental Science, while from Hiroshima University, the speakers were Prof. Tsunehiro Aki, Ph.D., and Prof. Yoshiko Okamura, Ph.D., from the Department of Molecular Biotechnology, Graduate School of Advanced Sciences of Matter.

Experts from the four different departments of the UST College of Science who shared their research studies along the line of identified categories were Assoc. Prof. Cecilia I. Banag, Ph.D., Asst. Prof. Richard Thomas B. Pavia, Jr., Ph.D., Assoc. Prof. Pia Marie S.P. Albano, Ph.D., and Asst. Prof. Loida Medina of the Department of Biological Sciences; Asst. Prof. Glenda D.L.R. Delos Reyes, Ph.D. and Ms. Michelle Inciong, M.S., of the Department of Mathematics and Physics; Assoc. Prof. Karen S. Santiago, Ph.D., Associate Director, Office of International Relations and Programs, Asst. Prof. Oliver Villaflores, Ph.D. , and Asst. Prof. Dharmatov Rahula B. Albano, Ph.D., of the Department of Chemistry; and Engr. Angelito A. Silverio, Ph.D., of the Department of Electronics and Communications Engineering, Faculty of Engineering.

The symposium, which was chaired by Prof. Ma. Carlota B. Decena, Ph.D., was attended by more than 200 participants composed of researchers, faculty members, and students from UST and from other schools.

Simbahayan Community Development Office Director Mark Anthony D. Abenir, DSD, and Assistant Director Froilan A. Alipao, together with UST National Service Training Program (NSTP) facilitator Ms. Heiden Anorico, presented papers at the Second International Conference on Service Learning (ICSL) Conference held on December 1 and 2, 2016 at the Hong Kong Polytechnic University, Hong Kong.

Abenir delivered two papers: one on OBE and another on the application of the service learning approach. The first paper was entitled, “Complementing Outcomes-Based Education with Service Learning: The case of a Sociology Course in a Philippine University,” where Abenir discussed whether OBE and Service Learning can complement one another in a classroom setting. The second paper was entitled, “A Case Study Applying Service Learning Approach: Occupational Therapy in Community Health.” It illustrated how Community Based Rehabilitation (CBR) as a strategy is effective in achieving both student learning outcomes and community needs. The second study was co-authored and co-presented by Asst. Prof. Karen Sagun-Ongtangco, MSOT of the Department of Occupational Therapy of the College of Rehabilitation Sciences.

Alipao delivered his paper titled, “Service Learning in BA Sociology Degree Program of University of Santo Tomas: A Case Study.” The paper presented the SLP as effective and efficient in terms of its concept, handling of program, implementation, and output delivery.

Both Abenir and Alipao teach at the Department of Sociology of the UST Faculty of Arts and Letters.

Meanwhile, Anorico’s paper, “College Students’ Evaluation of Service-Learning Program in Geriatric Institution: A Mixed Method Approach” which was co-authored with Mr. Les Paul Valdez of the UST College of Nursing, ascertained the positive cognitive and affective perspective of college students to service-learning in a geriatric institution.

The conference was organized by the University Social Responsibility and Office of Service-Learning of the Hong Kong Polytechnic University and was attended by an estimate of 300 participants.

Celebrated musician-composer Ryan Cayabyab performed with world-renowned UST Singers during the 14th edition of the yearly musical extravaganza held on December 1, 2016 at the UST Chapel, 7 p.m.

Aside from performing two songs on the piano with the UST Singers, Cayabyab also played some of his notable compositions, including the famous Filipino Christmas classic Kumukutikutitap, with the all-student UST Symphony Orchestra and choral groups from the UST Conservatory of Music: Coro Tomasino and Liturgikon Ensemble.

“Through the showcase of some of the finest Thomasian talents, the Christmas Concert is a way for the University to express its gratitude to its benefactors, friends, alumni, and the entire Thomasian community,” UST Museum Director and concert chair Fr. Isidro C. Abaño, O.P. said.

The UST Junior High School Glee Club made its debut in this year’s Christmas Concert, performing Filipino carols with Emerson Hernandez as conductor. Spectators were serenaded by fresh voices from Thomasian soloists in the one-night event.

Multi-awarded conductor Prof. Herminigildo Ranera led the evening’s curtain-raiser with Victor Victorino performing on the pipe organ. It is a rare occasion that the chapel’s pipe organ is played, especially for the Christmas Concert.

“Every year, we make it a point to better song sets and line-up of performers so that people will feel that we are giving only the best and that we don’t settle for less,” Fr. Abaño said. He added, “We are also dedicating this concert to St. Dominic de Guzman, the founder of the Dominican Order, in the 800th Jubilee of the Order.”

This year’s concert was in cooperation with DivinaLaw as major sponsor.

The campus-wide lighting ceremony held at 6 p.m. preceded the concert.
