Mission

We are a Catholic institution of learning dedicated to advancing the frontiers of knowledge in the theoretical and applied fields through quality graduate education that is comprehensive and responsive to the needs of society.

Goals and Objectives

The Graduate School commits itself to develop:

  1. Competent professionals who, inspired by the ideals of St. Antoninus of Florence, promote excellence in the production, advancement, and transmission of specialized knowledge and skills in the sciences, the arts, and community service;
  2. Scholarly researchers and creative thinkers who, kindled by St. Thomas Aquinas’s ardour for truth, aspire to become fonts of intellectual creativity and, in their quest for quality research, are proficient and critical in assessing and communicating information in various fields that impact the professions, the Church, the nation, and the global community;
  3. Professional Christian leaders who, touched by St. Dominic de Guzman’s apostolic fire and warmed by Mary’s motherly care, articulate ethics and truth, high level of moral maturity in resolving issues and promoting social justice and compassion for the poor, and care for the environment;
  4. Globally engaged citizens who, with ardent advocacy for life, promote a deeper understanding of tolerance and justice as well as linguistic, religious, and cultural diversities as a result of precise evaluation of modern problems and inquiries;
  5. Committed scholars who, nurtured by the dogmas of Christian faith and values, are dedicated to the pursuit of truth through the promotion of an intellectual culture that values academic rigor and freedom of scientific investigations; and
  6. Lifelong learners who, empowered by St. Antoninus of Florence’s zeal for learning, are committed to the advancement of a higher culture through a continuous search for intellectual inquiries and new knowledge as well as faithfulness to Catholic intellectual traditions.

Specialization Courses

Philosophy of Public Administration
The basic concept that provides the “raison d’etre” of the public service both in its inherent principles of justice and the common good as well as the emergent management thought as it develops in the light of tradition and the influence that play upon the environment.

History of Administrative Thought
A survey of the various approaches to transformative change and innovation in the government apparatus. Consideration of internal and external environment factors, the role of change agents, techniques for overcoming resistance to change and other driving and/ or restraining forces. Case studies in the Philippines and other countries.

International Public Administration
Consideration of the factors responsible for the globalization of public administration and governance concerns and the emergence of international organizations to address these concerns. Study of the United Nations administrative set-up focusing on the international civil service.

Administrative Reform and Innovation
A study of the various approaches to transformative change and innovation in the government apparatus. Consideration of internal and external environment factors, the role of change agents, techniques for overcoming resistance to change and other driving and/ or restraining forces. Case studies in the Philippines and other countries.

Comparative Public Administration
An analysis of the similarities and differences in the systems and practices of public administration in different countries within the context of the economic, political and social factors. Includes identification and appreciation of Philippine administration from adaptations of other systems.

Special Issues in Public Personnel Management
The identification, definition and analysis of the problems and challenges in the management of public service personnel and the factors underlying such problems. Strategies for the establishment of a public service meritocracy.

Special Questions on Ethics in the Public Service
An in-depth analysis of selected contemporary issues in public service personnel behavior in the light of rational and ethical principles. Intended to develop in the student the ability to think intelligently about the perennial prevalence of graft and corruption in the public service.

Organizational Design and Dynamics
A survey of theories and models of organization structure and systematic analysis of different patterns. Impact of organization design on organizational productivity and worker motivation.

Regional and International Governance Systems
A comprehensive and in-depth analysis of the issues and concerns in regional and international networking in the delivery of essential public services brought about by globalization.

Seminar on Economic Planning
A study of the different strategies employed by various countries in initiating, developing and sustaining economic development planning in response to the challenges of rapidly depleted resources versus rising expectations. For students who desire to do research in this area for their dissertation.

Special Issues in Public Fiscal Policy and Administration
An in-depth analysis of the principles of public finance and the nature of government expenditures, financial administration, debt management and other concerns. Intended for students who desire to do research in this area for their dissertation.

Organization Development
A comprehensive study of organizational development as a systematic approach to continuing organizational learning thru the application of behavioral science. Consideration of its nature, components and processes as well as the conditions necessary to it successful utilization.

Civil Society and Public Governance
An analysis and evaluation of the role of civil society in present day public administration and governance. An investigation into their beginnings and their development and maintenance as active participants in the governance mechanisms.

Leadership and Management of Change
A study of leadership as a critical influence process affecting organizational dynamics particularly the management of change and transformation of organizational behavior. Focuses on current theories/ models of transformational, principle-entered, visionary leadership.

Global Socio-Political Trends and Models
A course that discusses the current sociological and political schools of thoughts for a complete understanding of social and political practices in different countries. (Source: Development Studies)

Human Resources Development
A study that focuses on sustainable development of people in an organization or institution through analysis of the factors affecting the individual and organizational goals, work behavior, and climate; assessment of programs and projects for developing people in an organization; and provision of opportunities for designing human development programs for different organizations or institutions (Source: Development Studies).

Development Policy Formulation and Analysis
An analytical assessment of development policies of institutions, and formulation of relevant policies for development of a system or subsystem (Source: Development Studies)

Third World Countries and Development
A study of the various challenges and developments of third world countries as they impact on their political and public administrative systems (Source: Political Science)
